Meta's conversation-based pricing replaced per-message in 2023. Two years on, the rules around marketing, utility, service, and authentication conversations are stable but easy to miscount.

Conversation-Based Pricing Model
Since June 2023, Meta charges per conversation (a 24-hour window opened by a template message or customer reply), not per message.
Within that window, you can send unlimited messages. The clock starts when the first business or user message is delivered.

These are Meta's wholesale rates for India (BSPs typically add markup):

Note: Meta updates rates twice a year. Always confirm current rates with your BSP at quarter-start.
BSP Markups and Hidden Costs
Meta doesn't sell directly. You buy through a Business Solution Provider (BSP) like Twilio, Gupshup, Karix, or Wati. Markups vary:
- Platform-included pricing (Wati, Interakt): WhatsApp costs bundled into platform subscription up to N conversations
- Pass-through pricing (Twilio): Meta rate + flat per-conversation BSP fee (typically ₹0.10–₹0.30)
- Tiered pricing (Gupshup): Volume discounts kick in above certain thresholds
Hidden costs to watch for:
- Template approval delays: A rejected template means a re-submission round (24–72 hours)
- Phone number rental: Some BSPs charge ₹500–₹2,000/month per number
- Premium support tiers: Email-only support is free; phone/Slack support often charged
- Onboarding fees: One-time ₹5,000–₹50,000 for setup assistance
Forecasting Your Monthly Bill
A typical Indian D2C e-commerce store sending:
- 10,000 order-update conversations/month (utility): 10,000 × ₹0.1955 = ₹1,955
- 5,000 marketing campaign conversations/month: 5,000 × ₹0.7846 = ₹3,923
- 8,000 support conversations (customer-initiated): 8,000 × ₹0 = ₹0
Meta wholesale: ₹5,878/month. Add BSP platform fees (₹3,000–₹10,000) for a true monthly cost of ₹9,000–₹16,000.
Cost Controls That Work
- Re-classify marketing as utility where possible. Order confirmations are utility, not marketing.
- Trigger customer-initiated flows: A "WhatsApp us" button on your website opens free service conversations.
- Batch updates: Send order shipped + delivered + feedback request within the same 24h window — one conversation, three messages.
- Monitor template open rates: Low-engagement marketing templates burn ₹0.7846 each. Cull aggressively.
- Use authentication category for OTPs: ₹0.1183 vs ₹0.1955 for utility.
